„Jeśli boisz się głosić prawdę, już jesteś niewolnikiem”- Henryk Pająk.
Podstawowym wszak prawem wolnych ludzi jest – prawo do prawdy. Nasza poczciwa, katolicka polska dusza, jest w stanie wybaczyć wiele, zwłaszcza wybranej przez siebie władzy. Jest w stanie wybaczyć kłamstwo, nieobyczajność, niemoralność, pijaństwo, przejechanie na pasach po pijaku…., ale trudno jest wybaczyć sprzeniewierzenie mienia, szczególnie gdy to dotyczy naszej wspólnej samorządowej kasy. Obserwując życie społeczne widzimy, że wielu prezydentów miast np. Warszawy, Gdańska, Łodzi itd., ma różne poważne zarzuty i… nie widzi rozwiązania w postaci swej dymisji. Mądrzy ludzie mówią, że jeśli ktoś jest ponad 2 kadencje, to już się robi mafia. Wykorzystując swe pozycje, uwłaszczali się w tzw. okresie transformacji na zakładach, fabrykach, kamienicach, mieszkaniach, stołkach etc. Znane są przekręty tzw. „białych kołnierzyków”, gdy dla zysku, pisali pod siebie czy określonej grupy, uchwały czy „konkursy na stanowiska”. Cóż, niemoralność i brak etyki, zawsze znamionowała ludzi małych, ludzi cynicznie zakłamanych.
Jaka rada? Kto nam, władzy naczelnej w Polsce czyli – suwerenowi, zaszczepił tę maksymę, że władzę mamy tylko raz na 4 lata przy urnie wyborczej?? To kłamstwo, bo jesteśmy i mamy prawo odwołać wybraną władzę w każdej chwili!
Zacznijmy się w końcu przejmować tym, kto nami rządzi !!
Moja kwerenda po dokumentach (już archiwizowanych), przyniosła odkrywcze poznanie. Sprawa dotyczy nas i naszego powiatu. Grupa lokalnych notabli, burmistrz, dyrektorzy szkół itd.,
11 stycznia 2007r., wystąpiła do Starostwa z wolą wykupienia mieszkań w internacie LO, które dotychczas wynajmowała. Powoływali się na Uchwałę XXXVII/218/06 z 23.02.2006r.(jednogłośnie przegłosowaną), podjętą przez poprzednią Radę Powiatu (2002-2006). Jest to Uchwała określająca zasady zbywania nieruchomości stanowiące własność powiatu. Już na wstępie napisali, że tracą moc uchwały z 2000r. i 2001r. Uchwała do realizacji przez Zarząd Powiatu.
Ciekawy jest pkt.3: „Przyznaje się pierwszeństwo w nabyciu lokalu mieszkalnego także najemcom i dzierżawcom nie spełniającym warunków”. Czyli, dotyczy lokatorów nie spełniających kryterium czasowego zasiedzenia.
Clou tej Uchwały zawarto w & 10.1: „Zarząd Powiatu udziela bonifikaty od ceny w przypadku zbycia w trybie bezprzetargowym w nieruchomości zbywanej jako lokal mieszkalny w wysokości do 50%, a w przypadku jednoczesnej sprzedaży WSZYSTKICH (podkreślenie autora) lokali mieszkalnych w danym budynku w wysokości do 80%.” Dodano też, że zapłatę można rozłożyć na raty i to do 5 lat!
Pismo z 1 marca 2007r.: „Zarząd Powiatu Uchwałą nr IV/26/07 z 13 lutego 2007r., wyraża zgodę na sprzedaż zajmowanych przez Państwa lokali. Z uwagi na konieczność dokonania geodezyjnego wydzielenia działki gruntu niezbędne do korzystania z zajmowanych przez Państwa lokali, przewidywany termin podpisania aktu notarialnego, to III kw. 2007r.”
Została sporządzona mapa z projektem podziału nieruchomości (postanowiono zabezpieczyć służebność dojścia i dojazdu o pow. 590 m2).
Następny krok to posiedzenie Zarządu Powiatu Grajewskiego w dniu 13 grudnia 2007r., w składzie: przewodniczący – Starosta Jarosław Augustowski, v-ce przew., v-ce Starosta Alicja Rutkowska, członkowie: Sławomir Jan Ginel, Dariusz Latarowski, Hanna Kulesza.
Goście zaproszeni: Maria Jasińska, Stanisław Kossakowski, Grzegorz Dembski i Elżbieta Wojsławowicz.
Z protokołu nr 46/07; Zarząd jednogłośnie podejmuje Uchwałę nr 46/145/07 w wyniku której:
pkt 1: przeznacza się na sprzedaż w trybie bezprzetargowym:

lokal nr 1, 79,10 m2 za 110, 286 tys. zł.;
-
lokal nr 2, 79,10 m2 za 114,250 tys. zł;
-
lokal nr 4, 64,10 m2 za 86,106 tys. zł;
-
lokal nr 5, 73,00 m2 za 101,781 tys. zł.
Ogłoszenie wędruje na tablicę ogłoszeń i do „Gazety Współczesnej”.
Następna odsłona sprawy to posiedzenie Zarządu Powiatu w dniu 8.02.2008r. – protokół 52/08. Goście zaproszeni: Elżbieta Karwowska i Mariusz Wojciechowski – oboje ze Starostwa.
Powstaje przegłosowana jednogłośnie przez Zarząd: Uchwała 52/165/2008; czytamy: pkt.3 „Zarząd Powiatu Grajewskiego udziela bonifikaty w WYSOKOŚCI 80% (podkreślenie autora) dla przedmiotowych lokali.

lokal nr 1, Ireneusz Chojnowski, 79,10 m2, po bonifikacie – 22,057 tys. zł
-
lokal nr 2, Krzysztof Waszkiewicz, 79,10 m2, po bonifikacie – 22,850 tys. zł
-
lokal nr 4, Elżbieta Malinowska, 64,10 m2, po bonifikacie – 17, 221 tys. zł
-
lokal nr 5, Andrzej Jasiński, 73,00 m2, po bonifikacie – 20,356 tys. zł”
Protokół podpisany przez członków Zarządu – j/w. Do zainteresowanych wysłano listy (19.03.2008) z informacją o sprzedaży z 80% bonifikatą. „Mieszkania bonifikatowe”, opłacono niezwłocznie.
W związku z powyższym, automatycznie nasuwają się pytania. Dodam, że prosiłem Starostwo o wszystkie dokumenty dot. przedmiotowej sprawy. Nie znalazłem tam pisma od w/w czterech osób z prośbą o… udzielenie bonifikaty (jakiekolwiek byłoby to pismo, byłoby swoistym kuriozum).
1. Czy Zarząd miał prawo udzielić 80% bonifikaty, bo przecież nie było… jednoczesnej sprzedaży WSZYSTKICH lokali mieszkalnych w tym budynku ?
Było tam jeszcze piąte wynajmowane mieszkanie o pow. 33,70m2.
2. W imię jakich racji, w imię czego – Zarząd zastosował max bonifikatę?
3. Czy Komisja Rewizyjna Rady Powiatu Grajewskiego zajęła się „uszczupleniem kasy” Starostwa na sumę 0,33 mln zł?
Aby nie mnożyć sobie wrogów ponad to co konieczne, nie rzucam dalszymi nazwiskami, ale zobaczcie sobie w internecie skład Rady (nic nie wiedzieli?) i Komisji Rewizyjnej.
Cóż powiedzieć… wybierajcie tak dalej, bo nawet bojkotując wybory – wybieracie. Ci wybrańcy np. do Rady, zamiast być kreatywną…. ale opozycją ( w dobrym tego słowa znaczeniu), szukają asymilacji z obozem Starosty czy Burmistrza. Zupełne niezrozumienie otrzymanej funkcji! Radni są wszak – pracodawcą dla pryncypałów (skrót myślowy).
Brak charakteru „radnych”, a skutki jak zwykle odczuwa społeczeństwo!
Bo jak nauczał Kardynał Wyszyński: „ Macie prawo i obowiązek wypowiadać z całą swobodą swoje sądy, oceny, i krytyki. Dopiero wtedy dawalibyście dowód nieufności do tych co sprawują władzę, gdybyście lękliwie milczeli. Skoro otwarcie mówicie co was boli, wypełniacie obowiązek obywatelski”!
